Sun, 07/01/2007 - 1. During the implementation of the Special Autonomy law no 21, 2001 in West Papua, the Indonesian government, military, and the state police reported to the international community that the security situation in West Papua was safe, conducive, and under control. And during that time the international community has been fed with false information and unjustified reports. The information was not based on the reality in West Papua.

The reason for the birth of Law 21, year 2001 on Special Autonomy for native West Papuans came as a result of political bargaining between the Indonesian and West Papuan people. This resulting Law was very valuable because it came out of 40 years of demanding by the West Papuans for self-determination. The basic reasons for self-determination (the opportunity for Papuans to choose independence) are as follows:

SYSTEMATIC GENOCIDE OF THE INDIGENOUS PEOPLE OF WEST PAPUA
I wish to take this opportunity to portray the suffering and misfortune of the indigenous people of West Papua since the implementation of Special Autonomy in West Papua. Under Special Autonomy, the Indonesian government has the following aims and commitments: First: To protect the basic rights and status of Papuans, including their land rights. Second: To develop indigenous Papuans through education, improvements in community health, and increased economic prosperity.
Prospects for peace in West Papua
It is not yet clear whether the election of Susilo Bambang Yudhoyono as president of Indonesia is a positive development for West Papua and whether he will bring peace and stability to the restive territory any closer.
The signals are ambiguous and we simply do not know what policies the new president will pursue when in office. Susilo was the preferred candidate of many Papuans. He was regarded as the more competent and wiser leader who in the past has supported dialogue as a means of resolving the West Papua conflict and made encouraging statements about reforming the military.
